Abstract The paper analyzes foreign experience of national qualifications system development induced by the requirements of the post-industrial knowledge-based society, qualification gap between the labor market supply and demand, etc. The author regards the role of national qualifications framework as a reorganization stimulus for vocational training and lifelong learning developments. The learning outcomes are regarded as the key methodology element of identification, estimation and comparison of qualifications in question. The institutional, methodological and organizational mechanisms, guaranteeing the national qualifications system functioning, are described. The research is aimed at justifying the need for the national qualifications system development in Russia, and involvement of all the interested people.
